About Watershed Conservation Authority: The Watershed Conservation Authority (WCA), under the general direction of the Executive Officer, is seeking to fill a Fiscal Manager position with the Agency. The WCA is a joint powers authority of San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy (RMC) and the Los Angeles County Flood Control District. The Agency is involved in the acquisition, planning, development, operation, and property management of open space and parklands. The mission of the agency is to expand and improve access to recreational opportunities, as well as, conservation, restoration, and environmental enhancement of the San Gabriel and Lower Los Angeles Rivers Watershed and is consistent with the goals of flood protection, water supply, groundwater recharge, and water conservation. You can learn more about our agency programs and projects at wca.ca.govThe successful candidate will be responsible for managing all financial matters of the Agency, including, but not limited to, operational budgeting and fiscal management that includes, but not limited to, accounts receivable and payables, preparing and analyzing financial reports, fiscal budgeting preparation, forecasting, and monitoring cash flow, contract and purchase order management, audit support, payroll processing, and human resource related duties. The position serves as liaison with our fiscal agent and partners the Los Angeles County Auditor-Controller's office and Los Angeles County Flood Control District, including participating in the annual audit process. The position shares responsibility for Human Resource duties and shall assist in directing the work of general office staff.RESPONSIBILITIES:

  • Manages the preparation of the annual budget for Watershed Conservation Authority and project portfolios, as assigned.
  • Performs a wide variety of fiscal duties including, but not limited to, accurate posting of all revenue and expenditures, participating in an annual audit process, reporting on monthly expenditures, and reviewing and approving payment requests.
  • Process bi-weekly payroll, maintain accurate employee records of paid time off, benefits, and reviews payroll rosters.
  • Ensures eligible indirect costs are tracked, captured, and properly applied through the agency's cost allocation plan. Monitors efficacy of capital allocation plan and assists with periodic updates as needed.
  • Reviews, monitors, and processes the payment on contracts and vendor purchase orders entered into on behalf of the agency.
  • May provide training and direction to technical and clerical staff as needed.
  • Maintain and monitors communication and file management system, including both operational and project-related for hardcopy and electronic documents.
  • Perform other duties and responsibilities as requested.QUALIFICATIONS:
    • At least three years of progressively responsible accounting/bookkeeping experience with duties involving the preparation, justification, and analysis of an operational budget program.
    • Experience with Human Resource related duties and payroll processing preferred.
    • Bachelor's degree in Business, Accounting, Economics or similarly related field or Associate's degree in related field with 5 years experience, or 7 years of combined education and accounting/bookkeeping experience that would provide the required knowledge, skills, and abilities to be successful in the position.ABILITY TO :
      • Analyze, develop, track, and review operating and project-related budgets.
      • Compile, review, and analyze complex data and situations and take effective action.
      • Follow oral and written directions and use good judgment in recognizing the scope and limit of delegated authority.
      • Communicate effectively orally and in writing on fiscal and human resource issues with all levels of individuals and varying degrees of familiarity with the subject matter.
      • Establish and maintain cooperative and effective relations with those contacted in the course of work and other fellow employees.
      • Organize work, communication, and files and set priorities to meet deadlines in a fast-paced, multi-tasking, small office environment.
